Nexus Helps NOAA (National Oceanic and Atmospheric Administration) Streamline the Generation of Maritime Navigation

What we did:

Nexus digitized the Coast Pilot® books by converting printed editions into XML and storing them in a database, facilitating easier access and updates.

Implemented Adobe InDesign Server to automate the generation of the books, allowing for consistent formatting and multi-format availability.

Developed a web-based application that allows users to access, update, and track changes electronically.

In 2023, Nexus signed an extended 5-year Maintenance and Support contract with NOAA that will cover the project until 2027 after receiving an "Exceptional" rating on the Federal – Contractor Performance Assessment Report (CPAR) for the Coast Pilot project.

About the Company 

The National Oceanic and Atmospheric Administration (NOAA) is a U.S. Department of Commerce agency focused on understanding and predicting changes in climate, weather, oceans, and coasts and managing marine resources to fulfill economic, social, and environmental needs.

Goal 

NOAA needed to keep the Coast Pilot, nautical volumes covering a variety of information vital to maritime navigation of coastal and Intracoastal waters and the Great Lakes, updated and any change impacting the waterways and maritime navigation promptly. 

Problem 

The size and ever-changing nature of the Coast Pilot volumes made it difficult for NOAA to produce timely, well-formatted updates to the program. 

Solution

Nexus worked with NOAA to keep the Coast Pilot up to date, accurate, and easily accessible to the public.

  • Automate the change review process for updating data and content in Coast Pilot bookbooks.
  • Manage, track, and audit all changes.
  • Convert US Paper Coast Pilot books to a digital format.
  • Automate the generation of the books from cover to cover and make them available online and for print-on-demand.
  • Embed geospatial data in the electronic version to be used by other applications, including mobile devices.

Results 

After partnering with Nexus, NOAA transformed how they approached the Coast Pilot. 

  • NOAA transitioned from annual to weekly publishing of the 9 Coast Pilot books while maintaining high-quality assurance.
  • Conducted comprehensive system testing to ensure accuracy in all book outputs.
  • Enabled print-on-demand services through the production capabilities of the Coast Pilot System.
  • Reduced the number of NOAA staff required to maintain the Coast Pilot books.

Conclusion

This partnership resulted in Nexus receiving an "Exceptional" rating on the Federal–Contractor Performance Assessment Report (CPAR) for the Coast Pilot project. Nexus developed a strong partnership with NOAA and continues to work with them by providing support and enhancement to the Coast Pilot program.
